The ENSURE (Embedding iNtelligence in Smart mUnicipalities – challenges and oppoRtunitiEs) workshop was held on October 6th, 2025, as part of the ISC2 conference at the University of Patras in Greece. The event brought together researchers and engineers from academia and industry to explore the technological and regulatory challenges that had been shaping the future of urban environments.

Discussions focused on how emerging technologies such as Artificial Intelligence (AI) at the edge, Cyber-Physical Systems of Systems (CPSoS), and the IoT-edge-cloud continuum had transformed the design and delivery of urban services. Participants addressed key issues related to cybersecurity, privacy, compliance with evolving regulatory frameworks (including the EU AI Act, Data Governance Act, and Cyber Resilience Act), and ethical considerations that accompanied these technological shifts.

ENSURE stood out for its integrated approach, combining technological insights with regulatory and societal perspectives. Attendees examined ways to embed intelligence into smart municipalities that respected citizen rights, promoted trust, and aligned with legal and ethical standards. The workshop offered a holistic, system-of-systems view of urban intelligence, highlighting the importance of balancing innovation with governance.
