Variable Contribution for Chips-JU Projects
INSIDE, as one of the private members in the Chips Joint Undertaking (Chips-JU), contributes to a portion of the administrative costs of the Chips-JU office. This obligation for the three associations is laid down in the Council Regulation (EU) 2023/1782, of 25 July 2023, amending Regulation (EU) 2021/2085 and establishing the Chips Joint Undertaking. This legal obligation is financed through a Variable Contribution, invoiced to INSIDE members who participate in ECSEL/KDT/Chips JU projects.
- The Variable Contribution is calculated based on the total potential funding allocated to the member’s project participation, including both EU and national funding components (i.e., the “maximum possible funding”).
- The variable contribution is applicable only to INSIDE members who are partners in a project.
- The total amount of the variable contribution is independent from the number of associations the participating organisation is affiliated with. The total amount will be divided by 1, 2 or 3, depending on the number of memberships.
- The Variable Contribution is invoiced in
- three instalments for projects funded in “ECS” calls,
- four instalments for projects funded in “Chips for Europe” calls
- The first instalment is issued one year after the official project start date. For example, for a project beginning in January 2026, the first invoice will be sent in 2027.
- The exact amount may be adjusted yearly depending on funding updates or on the number of industry associations (INSIDE, AENEAS, and EPoSS) the participating organisation is affiliated with.
Calculation Formula:
Variable Contribution = ( (1 / Instalments) x Total Funding x Variable Contribution %) / Number of Memberships
Variable Contribution Percentages (reviewed per year by the General Assembly):
For KDT and Chips JU projects1, the Variable Contribution is a set percentage of the Maximum Possible Funding2 of each Member and all its Affiliated Organisations, the Maximum Possible Funding being the sum of the EC and National (and/or Regional) Funding to be received as expected at the start of the project. For INSIDE Members, according to the 2026 budget approved by the INSIDE General Assembly of November 2025, the 2026 Variable Contribution for:
- KDT and Chips JU ECS has been set at 1.8%3of the Maximum Possible Funding.
- Chips JU C4EU has been set at 0.18%3 of the Maximum Possible Funding.
1 Industry Associations of Chips JU (AENEAS, EPoSS, and INSIDE) have agreed to a coordinated approach to invoicing contributions so that partners who are members of 2 or 3 Associations are not charged or triple amounts.
2 The Maximum Possible Funding includes, and is not limited to, national and European funding, subsidies, and loans, to be received as expected at the start of the project (PAB decision).
